U.S. Takes China ‘At Word’ on N. Korea Sanctions

WASHINGTON — The United States said April 19 that it believed China’s assurances that it is abiding by sanctions on North Korea after charges that Beijing supplied technology for a missile launcher.

IHS Jane’s Defence Weekly said that U.N. officials are investigating allegations that China violated sanctions imposed by the Security Council after North Korea unveiled the 16-wheel launcher at a military parade.



“China has provided repeated assurances that it’s complying fully with both Resolution 1718 as well 1874. We’re not presently aware of any U.N. probe into this matter,” State Department spokesman Mark Toner told reporters.

“I think we take them at their word,” Toner said, adding that he was not aware of specific conversations between the United States and China about the launcher.

North Korea showed off the launcher, carrying an apparently new medium-range missile, as part of national celebrations on April 15 for the centennial of the birth of the regime’s founder Kim Il-Sung.

Quoting an unidentified official, IHS Jane’s Defence Weekly said China could be in breach of the two resolutions approved after North Korea’s 2006 and 2009 nuclear tests if it passed along the vehicle since then.

U.S. Rep. Mike Turner, who heads a panel of the House Armed Services Committee, asked Secretary of State Hillary Clinton and intelligence chief James Clapper to investigate whether China supplied the launcher’s technology.

In a letter, Turner quoted military specialist Richard Fisher as telling him that the launcher was “very likely based on a Chinese design” and that the technology transfer would have required a green light from Beijing.

“I am sure you agree that the United States cannot permit a state such as the People’s Republic of China to support — either intentionally or by a convenient lack of attention — the ambitions of a state like North Korea to threaten the security of the American people,” the Ohio Republican wrote.

“Indeed, the possibility of such cooperation undermines the administration’s entire policy of investing China with the responsibility of getting tough on North Korea.”

China, which holds a veto on the Security Council, is the main supporter of North Korea, although it voiced misgivings over Pyongyang’s defiant rocket launch last week.

North Korea described the launch as an unsuccessful bid to put a satellite into orbit, but the United States said it was a disguised missile test.

Separately, Japan’s Yomiuri Shimbun reported April 18 that China has stopped sending back fleeing North Koreans in retaliation for its ally’s failure to consult Beijing over its rocket launch.

China’s repatriations have triggered wide criticism overseas, with human rights groups saying that North Koreans face imprisonment, forced abortions and even sometimes execution if returned home.

“We obviously hope that the media reports are true,” Toner said.

But the spokesman said the United States could not confirm a change in China’s policy.

“We consistently urge China to adhere to its international obligations as part of the U.N. Convention on Refugees,” he said.

There is nothing wrong in China supporting NK as long as US supports Israel. They both are the same, they have Nuclear weapons, they are ready for a war anytime. Both are rouge states, except that only NK gets sanctioned and all other restrictions, while Israel is considered a nation with no trouble.

So if US supporting Israel is a valid talk on forums, then China supporting NK holds the same validity as well. Everyone knows that China supports NK, so there is nothing much the US can do about that except to try and rattle the cage once in a while with some crappy reports.

N.Korea has given the technology to Pakistan. Gauri missile desing is same as the nodong-1 missile which N.Korea has given them. No one can transfer the ballistic missile technology to other country. That is why I am considering them as rouge state.
Palestine is different thing do not need to bring here.

Those things are just US claims and accusation, there is no proof for that claim. Plus, what law states this? " No one can transfer the ballistic missile technology to other country". If thats what makes a state a rouge state then US is every bit a rouge state, they have transferred their technology to so many states.

All these things that makes people think that west are a decent creed and the asian countries rouge states is just a media jinx, they are making us play to their tune. They even call Iran a rouge state, why is iran a rouge state? because they are just next to Israel and doesn't comply with the west propaganda?

Think over find suitable reasons for claims and accusations, we can't arrive at conclusions based on what the media says.

First you need to refer your post clearly before posting and commenting. First read your articles link which you have given me in which it is also mentioned that “Chinese and North Korean entities continued to provide assistance to Pakistan's ballistic missile program during the first half of 1999. Such assistance is critical for Islamabad's efforts to produce ballistic missiles. In April 1998, Pakistan flight-tested the Ghauri MRBM, which is based on North Korea's No Dong missile. Also in April 1998, the US imposed sanctions against Pakistani and North Korean entities for their role in transferring Missile Technology Control Regime Category I ballistic missile-related technology. In April 1999, Islamabad flight-tested another Ghauri MRBM and the Shaheen-1 SRBM.”

Further what you are taking one is giving the nuclear technology and other is receiving the missile technology so it is good. What you taking man. This is violation.

Very true bud, doesn't that make them the wrong people to pass judgement on who is rouge and who isn't? Also why should the world adhere to such propaganda? considering they are not treating everyone in the same front?

That is why i was just trying to see what people believe and what do they trust. I know we have no go but to follow the west on all those things they say, but i wanted to see what is really morally the right choice.

I don't know from which country you are.But FYI let me tell you that if Islamic terrorism and Jehad have not killed either you or me yet than maybe we should be a little thankful to the West for cracking down the Islamic extremism infrastructure and giving the Jehadis sleepless night's.I am an Indian and my country has borne the brunt of of terrorism and we as Indian's have come to know that terrorism has no end and does not stop with the accomplishment of any one particular objective,their sole objective is to impose the Shriah on the whole world and maybe after that they would give us some relief.Israel as a nation have shown the resilience and the strength of its people by taking on so many Arab countries with such limited resources and strategic advantage!It's an existential problem for them,they know that if they do not stand up then the Arab's would wipe them off the face of earth and that too what for?? They do not want to impose either their culture or their religious principles on any other nation. . . They simply want to exist peacefully!!And speaking of NK it is nothing but a strategic and military asset for the PRC which is the world's biggest Nuclear and Missile tech proliferator They have given rouge and terrorist countries like Pakistan sensitive Nuclear tech and Missiles to counter the rise of India.
